He holds a Master of Science in Digital Services Management and a Bachelor of Science in Information Technology, and is certified in CCNA, IBM Security Intelligence Analyst, CyberOps Associate, DevNet Associate, and Cisco Cybersecurity.
He has led ICT operations across public, private, and development sectors, delivering secure networks, ERP implementations, and digital transformation initiatives that improve efficiency and reduce operational costs. His work reflects a balance of technical depth and strategic leadership.
As the Head of ICT, Emmanuel oversees ICT strategy, systems governance, infrastructure security, and digital innovation. He ensures system reliability, data integrity, and effective user support while driving the adoption of modern, scalable technologies.
