Ann Chelangat is an experienced public sector professional with over 30 years of dedicated service in government administration. Throughout her career, she has served in six different ministries, gaining extensive expertise in budgeting, procurement control, project management, and resource mobilization.

Her tenure in the public service reflects a deep understanding of fiscal management and operational efficiency. Notably, she served two separate stints at the National Treasury, including a five-month assignment in 2008 focused on budgeting and financial planning. Her experience in resource mobilization and procurement has further strengthened her ability to oversee complex projects and ensure prudent use of public resources.

Ann is known for her commitment to accountability, discipline, and service excellence. Her wealth of institutional knowledge and hands-on experience in financial management make her a valuable asset to the Board, where she continues to contribute to sound governance and strategic oversight.

Margaret Kiogora is the current Chief Executive Officer of the President’s Award – Kenya (PA-K).

Previously, she served at the helm of the National Youth Council – Kenya as the Ag. Chief Executive Officer for a period of two and a half years.

She has been a passionate youth champion, consistently advocating for meaningful youth participation and empowerment throughout her career. With a firm belief in the potential of young people to drive change, she has championed key youth-led initiatives and ensured that youth voices are not only heard but actively integrated into national development agendas. Her leadership has reflected a deep commitment to inclusivity, innovation, and sustainability in youth programming, inspiring a generation of young leaders to take charge of their future.

In the past year as a leader at the President’s Award Kenya PA-K, she has catalyzed transformative outcomes among young people aged 14 to 24, with a strong focus on volunteerism, civic engagement, and personal development. Under her guidance, the program has provided thousands of young people with structured opportunities to grow in character, serve their communities, and develop lifelong leadership skills. Her approach has reinvigorated the Award’s presence nationally, positioning it as a key vehicle for youth empowerment.

Key Achievements under her Leadership:

  • • Africa Regional Conference – Presidents’ Award Kenya, May 2025:
    Under Margaret’s leadership, PA-K successfully hosted this prestigious gathering of key stakeholders from across the continent. The conference placed PA-K at the forefront of regional thought leadership, highlighting Kenya’s efforts to align national policy with youth development using the Award framework. The conference welcomed a high-level delegation including government officials, Country Directors, Board Chairs, and youth development leaders from Cameroon, Côte d’Ivoire, The Gambia, Ghana, Guinea, Lesotho, Madagascar, Mauritius, Nigeria, Seychelles, Togo, Uganda, Zambia, and Kenya. The event catalyzed international partnerships, enabling rich knowledge exchange and fostering alignment with global best practices in youth empowerment.
  • • Hosting the Landmark Youth Connekt Africa Summit – Nairobi, December 2023:
    Margaret led the successful organization of this continental event, which convened over 20,000 youths from 40 countries. The Summit served as a powerful platform for dialogue, innovation, and networking among young people, policymakers, and development partners.
  • • Coordination of International Youth Week 2023 and 2024:
    Margaret led the planning and execution of the 2023 and 2024 International Youth Week, curating nationwide activities that elevated youth voices and showcased the diverse contributions of young people to Kenya’s development. The week-long celebrations included policy dialogues, community service, innovation showcases, and cultural events that fostered unity and engagement.

Ms. Margaret holds a Master's in Business Administration with a specialization in Human Resources and a Bachelor of Arts in International Relations from the esteemed United States International University – Africa.
